Icing Sugar and Cocoa Milling Operations - Code of Practice for
A number of explosions have occurred in the icing sugar milling industry overseas, often with injury to workers and, in some cases, fatalities. In this country the industry is on a relatively small scale; however, two major incidents have occurred (in 1971 and 1972) with one of these involving injury to personnel.
The purpose of this Code is to expand the provisions and aims of Section 48A of the Factories Act ("all practicable steps") in a manner which allows its practical application to the problem of explosibility of icing sugar. Cocoa presents a very similar hazard to icing sugar, and thus this Code applies equally to the milling and packaging of cocoa.
